A.T. Urban Renewal Corporation is one of Israel’s leading and most financially stable urban renewal companies. With experience in leading more than 70 successful projects encompassing over 22,000 residential units in planning and execution stages throughout Israel, alongside approximately 10,000 square meters of commercial and employment space, the company has established itself as a major force in the urban renewal sector. Over the next three years, A.T. is expected to deliver more than 2,000 residential units annually, representing projects with a combined value of billions of shekels. The company's success is based on a partnership-driven approach with apartment owners, transparency, and a long-term commitment to their needs. The company was founded in 2009 by Tal Goldstein and Ami Kahlon and is recognized as one of the pioneering and leading companies that helped shape Israel’s urban renewal industry.

Ami Kahlon was among the early pioneers of urban renewal in Israel, while Tal Goldstein began his career in real estate entrepreneurship in the United States. Together, they founded A.T. Urban Renewal Corporation in 2009 and helped position it among Israel’s leading urban renewal companies.

**Company Activity**

A.T. Urban Renewal Corporation is active throughout Israel and currently promotes urban renewal projects in Tel Aviv, Bat Yam, Ramat Gan, Bnei Brak, Givat Shmuel, Ness Ziona, Petah Tikva, Holon, Beit Shemesh, Jerusalem, Or Yehuda, Herzliya, Nahariya, and the Krayot region. The company focuses on high-demand urban areas, where creative planning solutions are required to maximize residential development within existing city environments. Many of its achievements stem from extensive experience in planning processes and ongoing cooperation with local authorities and planning institutions.

One of the company’s landmark projects is the groundbreaking urban renewal development at 64–68 La Guardia Boulevard in Tel Aviv. As part of the project, three old residential buildings containing 72 apartments were demolished and replaced with four modern residential buildings, ranging from seven to nine stories, comprising 275 residential units and commercial space. Apartment deliveries were completed in October 2020, and the project’s impact on the surrounding neighborhood continues to be highly visible. The total project value amounted to approximately NIS 630 million. Simultaneously, the company is successfully advancing several major urban renewal projects in Tel Aviv’s Yad Eliyahu neighborhood, including the NEO Yad Labanim development, which comprises approximately 600 residential units along with commercial and public facilities. These projects are expected to significantly transform the urban environment and breathe new life into the historic neighborhood. The NEO Yad Labanim 12 and 14 projects are currently under advanced stages of construction. In each project, 25 existing residential units were vacated and demolished and are being replaced with 74 modern residential units. Occupancy of NEO Yad Labanim 12 is expected by December 2026, while occupancy of NEO Yad Labanim 14 is expected by April 2027. NEO Yad Labanim 10 is expected to enter the marketing phase shortly.

The company has also achieved significant success in other cities throughout Israel. Another successful project is NEO HaRoeh, located at 151–153 HaRoeh Street in Ramat Gan. Valued at approximately NIS 210 million, the project involved the demolition of two residential buildings comprising 38 apartments and their replacement with two modern residential buildings containing 108 apartments. The project received its building permit in January 2020 and has since been successfully completed and delivered to residents.

Another successful project is NEO Home on the Hill in Givat Shmuel, valued at approximately NIS 250 million. Located at 2–6 Ben Gurion Street near the western entrance to the city, the project replaced three residential buildings containing 36 apartments with two modern 15-story towers comprising 148 residential units. The project has also been completed and delivered.

A.T. is also the developer of the large-scale HaTayasim Project in Tel Aviv, developed in partnership with B.S.R. Group and currently under advanced construction. The project included the demolition of six railway-style residential buildings at 6–10 HaTayasim Street and 10–14 Varnfeld Street. In their place, four modern residential buildings of seven and nine stories are being constructed, containing a total of 260 residential units, compared to just 72 units in the original buildings. The company is also actively promoting urban renewal projects outside central Israel. NEO Home in the Country in Beit Shemesh is a large-scale urban renewal project comprising 1,195 residential units with an estimated value of approximately NIS 1.6 billion. The company has recently commenced execution of the Yafo Bat Yam Project at 2–4 HaGiborim Street in Bat Yam, one of the city’s flagship urban renewal developments. As part of the project, two aging residential buildings containing 53 apartments were vacated and demolished. They will be replaced by 256 new apartments in two modern 30-story towers.

In addition, the company has launched marketing activities for the NEO SEA project in Bat Yam, located within the Hannah Senesh and Balfour complex. As part of the project, 54 residential units and commercial spaces were vacated and demolished. The approved development will include 186 residential units and commercial space. Construction permits have been obtained, and occupancy is expected within approximately four years. By the end of 2025, the company is expected to have six projects under active construction, representing a combined development volume of approximately NIS 3.2 billion. In recent years, A.T. has promoted zoning amendments and planning approvals in approximately 30 projects across Israel. The company’s proven ability to work effectively with local and national planning authorities has enabled it to transform complex planning initiatives into successful built reality. Urban renewal projects require extensive expertise, coordination between numerous stakeholders, and significant financial strength, all of which are among the company’s core advantages.

**Leadership, Strength and Partnership with Apartment Owners**

Throughout its years of operation, A.T. Urban Renewal Corporation has demonstrated exceptional professional capabilities, financial strength, and execution excellence. The company’s proven ability to navigate complex planning processes and coordinate with local and national authorities has enabled it to advance some of Israel’s most significant urban renewal projects.

A.T. places apartment owners at the center of every project. Throughout the multi-year redevelopment process, the company serves as a reliable and meaningful partner for residents. The founders, co-CEOs, project managers, and approximately 70 employees maintain direct and continuous communication not only with residents’ representatives but also with individual apartment owners whenever support, guidance, or information is required.

Given the complexity of urban renewal projects – which involve relocating families from their homes, demolishing existing buildings, and constructing new residences – the company recognized from its earliest days that apartment owners must remain the central focus of every project. A.T. regards homeowners as genuine partners whose interests, security, and well-being are fundamental to the success of every development.

Apartment owners receive full transparency throughout the process, and their individual needs and preferences are addressed through personalized solutions. This collaborative approach has become one of the company’s defining characteristics and a key factor in its successful project delivery record.

In 2018, following its success in advancing major projects and maintaining efficient planning processes, A.T. partnered with the Jerusalem-based ISA Group to establish Jerusalem Renewal Company. Through this joint venture, 24 urban renewal plans are currently being promoted in Jerusalem and Bnei Brak, encompassing thousands of residential units and thousands of square meters of commercial space.
