## Smart Waste is a green technology company developing Israel’s most advanced technology park for waste recycling and clean energy generation.

**Smart Waste**, jointly owned by **Shikun & Binui Group** and **BLUEGEN Group**, is driving Israel’s environmental transformation in advanced municipal waste management.  
At the heart of this effort stands Israel’s **first flagship technology park of its kind** – a facility designed to meet the **most stringent regulatory requirements and European environmental standards**, and to address one of the country’s most pressing national challenges: municipal waste.  
The park will process **100% of the municipal waste it receives**, reducing landfill dependency from **80% to just 40%**, while significantly increasing recycling rates.  
By turning waste from a burden into a resource, Smart Waste converts municipal waste into **clean energy** -including **green electricity and biogas** – reshaping the future of recycling and waste management in Israel.

## Royi Schwartz | EPC General Manager

EPC General Manager since January 1, 2025. Lieutenant Colonel (Res.). Holds B.Sc. and M.Sc. degrees in Mechanical Engineering. Brings extensive experience in leading organizations and managing construction and infrastructure projects.

Over the course of nearly 20 years, he commanded engineering and infrastructure units in the Israeli Air Force and led significant initiatives in the fields of energy and multidisciplinary infrastructure.

Roy leads a diverse and high-performing team and is responsible for all engineering, procurement, construction, and commissioning readiness activities within the Smart Waste project – a complex, multi-system operation. In 2025, he drove key processes to formalize governance mechanisms and management methodologies, and to advance the various disciplines in order to ensure the project meets its objectives.

## Moshe Tamam | CEO, Smart Waste Operator (O&M)

A senior executive with 30 years of experience leading complex technological and operational systems.

Moshe served for approximately 28 years in the IDF, retiring with the rank of Lieutenant Colonel (Res.), in a wide range of technological and operational roles. He has extensive experience managing large-scale industrial and operational systems. He previously served as the director of a military manufacturing plant within the IDF and later spent three years as Vice President of Supply Chain at “_Ashot Ashkelon_ Industries”.

Moshe joined the company in 2021 as Chief Engineer at the concessionaire company, where he played a key role in the facility’s design.

In 2023, he was appointed CEO of the operating company.

He holds a B.Sc. in Mechanical Engineering and an M.Sc. in Management and Safety Engineering from Ben-Gurion University.

## Hagai Feder | CEO, Smart Waste Eco (Concessionaire)

An executive with 20 years of experience across the public and private sectors in infrastructure and project development, specializing in Public-Private Partnership (PPP) projects.

Hagai spent a decade at the Accountant General’s Department in Israel’s Ministry of Finance, where he served, among other roles, as Head of Water, Energy, and Waste in the Infrastructure Division. In this role, he led projects in desalination, solar energy, and waste management. He later served as Deputy Head of the Security Division at El Al, overseeing budget and finance.

Hagai joined the company in 2021 as Chief Commercial Officer and, in January 2026, was appointed CEO of the concessionaire company. He holds a BA in Economics and International Relations and an MBA and MPP from the Hebrew University of Jerusalem.
